Unlike the Heat Index — which measures resting conditions in the shade and isn’t built for athletic settings — WBGT factors in air temperature, humidity, radiant heat from the sun, and wind speed, giving a far more accurate read on heat stress during outdoor activity. A WBGT reading of 92°F can equate to a Heat Index of 104–105°F.

Normal Activities. Provide at least three separate rest breaks each hour with a minimum duration of 3 minutes each during the workout.

Maximum practice time is 2 hours. For Football, Lacrosse and Field Hockey: All helmets and shoulder pads must be removed for practice and conditioning activities. If the WBGT rises to this level during practice, football players may continue to work out wearing football pants without changing into shorts. For All Sports: provide at least four separate rest breaks each hour with a minimum duration of 4 minutes each.
Maximum length of practice is 1 hour. For Football, Lacrosse and Field Hockey: No protective equipment may be worn during practice and there must be no conditioning activities. For All Sports: there must be no conditioning and there must be 20 minutes of rest breaks distributed throughout the hour of practice.
NO OUTDOOR WORKOUTS. Delay practice until a cooler WBGT level is reached.
The NJSIAA Guidelines, Policies and Procedures require schools to have specific equipment, protocols, and documentation in place for outdoor activities. To keep student-athletes safe, the following are required:
Required for suspected exertional heat stroke — Cool First, Transport Second. A 150-gallon cold water immersion tub or tarp (taco/burrito method), water under 60°F and accessible within 5–10 minutes, is required any day WBGT exceeds 80°F, and during the first 21 days of fall practice and all summer conditioning.
A scientifically-reliable WBGT instrument must be used at every practice and game. Readings are taken 30 minutes before activity begins and at least every hour during activity, and must be logged on the NJSIAA Heat Participation Policy Record Chart.
very school must maintain a comprehensive, detailed Emergency Action Plan that specifically addresses heat injury.
Unrestricted water access at all times; helmets removed during rest breaks; a shaded rest area; and, once WBGT exceeds 85°F, ice towels or ice-water spray bottles on hand.
A mandatory 14-day equipment and contact progression applies to every student-athlete at the start of preseason practice — not football-only. See Section 3 for the full breakdown.

The acclimatization period is the first 14 consecutive days of preseason practice for every student-athlete, including anyone who arrives after day one. If practice runs 6 consecutive days, 1 full rest day is required before continuing.
For sports requiring helmets or shoulder pads, a helmet is the only protective equipment permitted. Maximum 1 practice per day, up to 3 hours. A 1-hour walk-through is permitted if separated from practice by at least 3 hours of continuous rest.
Only helmets and shoulder pads may be worn. Football may begin contact with blocking sleds and tackling dummies. Practice structure stays the same: 1 practice per day, up to 3 hours, with the same walk-through allowance.
All protective equipment may be worn and full-contact drills may begin. A double-practice day must be followed by a single-practice day. Doubles are capped at 3 hours each and 5 hours total, separated by at least 3 continuous hours of rest.

Wet Bulb Globe Temperature (WBGT) is a heat-stress index used to assess the risk of heat illness during outdoor and indoor activities. Unlike standard air temperature, WBGT incorporates the combined effects of air temperature, humidity, radiant heat (such as sunlight), and air movement to better estimate the environmental heat load on the human body.
While both are used to evaluate hot-weather conditions, the Heat Index only combines temperature and humidity. WBGT considers additional environmental factors that can affect heat stress, making it a preferred tool for sports, outdoor work, military training, and other activities where heat safety is a concern.

A higher WBGT reading leads to a greater risk of heat-related illnesses like heat stroke, heat exhaustion, and muscle cramps.

Heat illness is a range of conditions that occur when the body can’t cool itself fast enough, from heat cramps and heat exhaustion to the most severe form, exertional heat stroke. It’s one of the leading causes of preventable death in high school athletes.
Classic heat illness is caused by environmental conditions such as high temperatures, humidity, direct sun, and low wind, all things that WBGT take in to account.
Heat Illness is typically preceded by Heat Stress – the strain placed on the body when it works to maintain a safe core temperature in hot conditions. Warning signs may be elevated heart rate, heavy sweating, and fatigue
Exertional heat stroke is the most severe form of heat illness and a medical emergency. It occurs when the body’s core temperature rises above 104°F due to intense physical activity.
Unlike classic heat stroke, which is driven purely by environmental conditions, exertional heat stroke is triggered by the body generating more internal heat than it can release during strenuous exercise.
Heat stroke prevention is often tied to real-time WBGT monitoring because it gives athletic trainers the data they need to modify activity before conditions become dangerous.
WBGT can be measured with a handheld device or a stationary on-site sensor. Handheld devices are portable but prone to shadows, calibration drift, and human error, and someone has to remember to take readings manually.

The New Jersey State Interscholastic Athletic Association (NJSIAA) has outlined lightning safety guidelines for the suspension of play and planning and monitoring activities:
Assign staff to monitor local weather conditions before and during practices and contests.
Develop an evacuation plan, including identification of appropriate nearby safer areas and determine the amount of time needed to get everyone to a designated safer area.
Thirty-Minute Rule – Competition or practice shall be suspended once lightning has been recognized or thunder is heard.
When thunder is heard or lightning is seen*, the leading edge of the thunderstorm is close enough to strike your location with lightning. Suspend play for at least 30 minutes and vacate the outdoor activity to the previously designated safer location immediately.
Once play has been suspended, wait at least 30 minutes after the last thunder is heard or lightning is witnessed* prior to resuming play.
Any subsequent lightning or thunder after the beginning of the 30-minute count shall reset the clock, and another count shall begin.
