Frequently Asked Questions

How much funding can each county receive?

Texas Water Development Board (TWBD) may enter into a grant agreement with each county for an initial $1,000,000, with an allowance to increase by $250,000 (additional increases require TWDB Board approval).

What is the deadline to recieve funding?

The Texas Water Development Board may reduce the amount available if the county doesn’t submit approvable project plans for the full $1,000,000 initial amount by Dec 31, 2026.

Final invoices for reimbursement are due by Aug 1, 2027 (due to appropriation expiration).

Can counties be reimbursed for costs already incurred?

Yes, counties can request reimbursement for eligible costs incurred after Sept 5, 2025 (the effective date of SB3).
